The report was confidential and prepared by the Defense Science Board who acts as a senior advisory group consisting of government and civilian experts.

The Defense Science Board didn’t accuse the Chinese of stealing these designs, but says that the designs of more than two dozen systems were compromised, according to the Washington Post report.
